Ozeki Message Server can be installed on your own computer. You only need to publish the SMS Gateway on the web server. You can also use this example to implement your own message gateway.

The Ozeki SMS Gateway allows for partial changes to messages. The sender can change the numbers of participants and the recipient can change the message in a receiver will send SMS. You can set the change handler to be called, when the recipient changes the message.

Unable to stop a local task in Google Cloud Compute Engine
I have a Google Cloud Compute Engine instance running Ubuntu Server 16.04.1 LTS. I have a deployed Python app (a Flask app), which has its launch command specified to be
python app.py -p /usr/local/app/app.yaml -f
Since I only have one app.yaml file, I guess that means it’s local to the instance. I’m also using the Cloud SDK for Python and the Cloud SDK for Node, and I’m using version 6.0.45.
The Python app was running fine until I realized that I needed to turn off the instance while it was in progress. I started my process:
gcloud compute instances start app
This prints out the name of the instance and tells me that it’s still running.
The output on the console looks like this:
